Prominent Afghan exiles from across the Northeast met in Queens yesterday and agreed to form a "government in waiting" prepared to return to Afghanistan if the Taliban are defeated. Criminal Court Judge Laura Drager refused a plea by the defense lawyer, Frank Karam, to cut York's $75,000 bail as long as New Jersey has a fugitive warrant out for him. Karam said the warrant was issued after New Jersey authorities learned that York still had a post office box in that state. York was supposed to leave New Jersey entirely to resolve another prostitution charge leveled against him there, Karam said.
